I am an Athens administrator working in the health sector. Why can't I use the student attribute?

Many health sector workers that use Athens also study at a local university or college, which may be issuing their own Athens accounts to those users. However, the student attribute should only be assigned by the organisation at which the individual is registered as a student. Athens administrators in the health sector have no means of verifying whether their users are continuing their studies, so it is not appropriate for the student attribute to be allocated by health sector organisations.
