How do new users agree to the terms and conditions?

Apart from any Terms and Conditions that new students or staff arriving at an organisation must agree to, Athens accounts holders are required to accept the Terms and Conditions for Athens Account Holders online when first logging in to an Athens protected resource.

There will probably always be some resources that cannot be brought within a generic registration procedure. It will most likely be necessary for the user's administrator to give access to the resource when the user has registered with the data provider.
